Devils are the Petitioners of the Plane of Law. Unlike most petitioners, mortal souls very rarely have the required characteristics to be drawn to the Plane of Law. Instead, most are created when mortals trade their Souls in deals with existing devils.

Diabolic society is strictly regimented, with chains of command forming a core part of the structure of the plane. A devil's power is directly related to the number of subordinates under its command. When an individual gains enough power, their superior may grant them the opportunity to metamorphose into a new form. While physical form is not strictly tied to rank, there are distinct trends.
